Duties of:

Advertising
Any commercial advertising associated with P.E.I.S.A.A. activities should be cleared through principals and/or
board officials and must be in accordance with existing outside (corporate) sponsorship policy. (See appendix)

Awards
Provincial champions in team sports (see By-laws, Article II, Section 1) at the senior level (A, AA,
AAA, and midget
level) receive a bar for permanent display in the school and a Banner for display during the championship year.
Individual team members receive championship medals.
In cross-country running, gymnastics, wrestling, track and field, orienteering and badminton team members
receive ribbons for individual placings.
"All stars" may be selected in any sport following the recommendations of the commissioner of that sport. In
order to select "all stars" the commissioner must have the approval of the Executive prior to the sport season.
Individuals chosen as "all stars" shall be acknowledged with a certificate.
Milksport Awards
Sponsorship renegotiated on a year to year basis.
Team Sports
Curling, soccer, field hockey, golf, volleyball, basketball, rugby and softball.
Medals will be awarded to team members as follows:
Champions - Gold, Runner-up - Silver, Third Place - Bronze.
To control costs, a certain number of medals have been designated for each sport.
Schools with excessive rosters can purchase from Milksport at cost, additional medals if required. Medal
designation per team as follows:
Curling (5), Soccer (20), Field Hockey (20), Volleyball (15), Basketball (16), Rugby (21), Softball (18), Golf (5).
For the individual and dual sports, awards are follows:
Orienteering and Cross-Country Running
- Gold, Silver, Bronze; Medals for participants placing 1st, 2nd & 3rd;
- Ribbons for participants placing 4th - 10th.
Track and Field
- Ribbons for 1st, 2nd, 3rd in each event.
- Gold, Silver, Bronze medals for top three total point aggregates in each classification.
Gymnastics
- Ribbons for 1st, 2nd & 3rd in each event.
- Gold, Silver & Bronze medals for top three total point aggregate in each classification
- Ribbons for 4th-10th in total point aggregate.
Wrestling
- Gold, Silver & Bronze medals for all participants placing 1st, 2nd & 3rd.
Badminton and Tennis
- Gold, Silver & Bronze medals for all participants placing 1st, 2nd & 3rd.

Changes to Provincial Playdowns and Tournament Calendar (1990 AGM)
By April 15 a school athletic calendar based on current Policy Handbook regulations will be prepared by the
Executive and presented to the membership for approval.
Member schools wishing to make changes to the Policy Handbook section re Provincial Playdowns and
Tournament Calendar may do so at the June AGM but these changes would not be reflected in the next school
year's approved calendar. They would, however, appear in the proposed calendar for the subsequent school
year.
Changes necessary due to extenuating circumstances (such as the Canada Games) would be taken into
consideration by the Executive when preparing April calendar.
Members wishing to make changes to existing school athletic calendar should adhere to the following:
- Inform Executive Director of your intent, re: change proposal (no later than 2 weeks after receiving
calendar in April).
- Prepare resolution for membership circulation prior to resolution submission deadline.

Prince Edward Island School Athletic Association - Volunteer Expectations
Coach
- To advise students trying out for any sport of the P.E.I.S.A.A. eligibility rules.
- To complete the P.E.I.S.A.A. player/coach information form and submit to
Executive Director by
prescribed time. For Midget and Senior team sports only, this task should be completed in co-operation with
School Athletic Department Head.
- To complete player addition and transfer forms and send to the
Executive Director (See Appendix B).
- To oversee game conditions for home games.
- To complete game reports immediately following each home game and send to commissioner of that sport.
- To ensure that factual information is given to the media immediately following each home game.
- To make some provision for reasonable control of your team's fans at away games.
- To coach, remembering that school sports are part of the educational process.
- To keep principal (or his designate) informed of all matters relating to team.
- To ensure that , before during and after competition,
all athletes will only change uniforms in the change room provided.
Game Conditions:
For all league and exhibition games, the coach of the
host team should ensure that all facilities are safe and functional for the
purposes of the game to be played. For purposes of contacting medical
assistance, the telephone nearest the location of the competition should be
fully operational. It is a good practice to display the telephone number of
a physician or ambulance service on or near the telephone.
For games played outdoors, all activity should be
suspended at the approach of an electrical storm. Players, officials, and
student spectators should take shelter indoors until the storm passes.
The coach of the host team should be aware of
emergency procedures in the area where P.E.I.S.A.A. activities are taking
place.

Commissioner
- Become familiar with the P.E.I.S.A.A. Constitution and By-laws and Policy Handbook.
- Attend meetings of the Executive upon request.
- Co-ordinate all scheduling in co-operation with zone representatives.
- Act on Protest Committee as directed by the President and in accordance with constitution and by-laws.
- Arrange for provincial playdowns.
(a) arrange for facilities
(b) check with the host school to be sure that arrangements for
adequate supervision and accommodations are made.
(c) check on the eligibility of players.
(d) make arrangements for adequate publicity before and after playdowns.
(e) arrange for officials.
(f) arrange to have trophies and awards available and presented to the
winners.
(g) submit a proposed budget for provincial playdowns.
(h) submit expense claim supported by receipts.
- Arrange for clinics if requested.
- Submit a final report on the year's activity. Include play-off procedure, standings, participation, and
recommendations for the future.
- Establish and maintain liaison with the appropriate Provincial Amateur Sport Governing Body.
- To attend the Annual Meeting of the P.E.I.S.A.A. and present commissioner's report.
- Handle all player suspensions.

Tournament Manager
- Works in cooperation with sport commissioner.
- Arrange for facilities and oversee their preparation and maintenance for duration of competition.
- Submit a proposed budget to commissioner prior to tournament. (See Financial: Provincial Tournament)
- Check with host school to be sure that arrangements for adequate supervision and accommodations are
made.
- Check eligibility of players with commissioner.
- Make arrangements for adequate publicity before and after tournament.
- Arrange for qualified officials.
- Arrange to have trophies and awards available and presented to the winners.
- In cooperation with the host school oversee the closing down of the facility following the tournament.
- Submit to the commissioner a report and expense claim following the tournament.- In conjunction with
Secretary-Treasurer arrange for tickets and ticket sales, accounting and banking.
- Ensure that a qualified first aid provider is
present and identified at the PEISAA Provincial Championships.

Zone
Representatives
The zone representative shall be responsible for the following duties:
- Co-ordinate seasonal meetings of all physical education teachers and coaches within the zone. At these
meetings, conduct the business of the zone which will consist of the following:
(a) Schedule qualifying tournament(s) for all sports on the Association's athletic calendar which involves schools
within the zone.
(b)
Arrive at a decision on how the zone winners are to be declared and insure that this will be in time for the
S.A.A. deadline.
(c)
Arrange for tournament managers.
- Contact other zone representatives when inter-zone play is involved.
- Keep President, Executive Director, and Commissioner informed on the progress of play within the zone.
Forward copy of the schedule to Executive Director and Commissioner.
- Encourage member schools to publicize game results in the media.
- Ensure that adequate financial arrangements are made to provide for inter-zone competition.
- Ensure that all physical education teachers and coaches within the zone are informed of P.E.I.S.A.A.
Executive meeting decisions.
- Act as liaison between P.E.I.S.A.A. and representative schools.
- A qualified first aid provider must be present
and identified for all PEISAA Provincial Championships.

Financial
P.E.I.S.A.A. Executive-Commissioner Honorarium Policy
Commissioner base fees were established in 1994. These fees were determined by a number of criteria
including: schedules, publicity, stats, official liaison, provincial tournaments and final report.
Base Fees are as follows:
- Cross-County $180
- Curling $150
- Senior Golf $200
- Midget Golf $150
- Senior Softball $150
- Midget Softball $150
- Track $180
- Officials Commissioner $350
- Web Site Manager $500
It was also determined that qualifying executive members and commissioners would receive a 10% base fee
honorarium increase each year they remained in the position. New commissioners would start at the listed base
fee. Commissioners will receive the yearly 10% increase to a maximum of 5 years.
It is the responsibility of the Executive Director to keep track of commissioner's years of service and to inform
Secretary-Treasurer how much commissioners are to be paid each year. This information is to be retained in
yearly SAA Binder Financial Section.
Commissioners are not to be paid until they submit their respective reports.
Expenses
- Travel allowance - .25 per km
Provincial Tournaments
1. Tournament managers
- $50 for a single day tournament
- $75 for a two day tournament
- $100 for a three day tournament
2. Basic policy for any school hosting a provincial tournament where admission is charged shall be that all
monies revert to P.E.I.S.A.A. Allowable expenses shall be paid from these monies.
3. Allowable expenses for hosting a provincial tournament: (a) officials; (b) janitors (if necessary); (c) security;
(d) rental of a non-school facility (if necessary); (e) awards within the SAA policy; (f) purchase of equipment
or transportation if necessary; (g) programs and/or advertising where approved; (h) other (with specific
written permission of the Executive).

Additional Notes
1. The P.E.I.S.A.A. shall pay an annual membership fee to the Canadian School Sports Federation (CSSF).
2. The P.E.I.S.A.A. shall pay an annual membership fee to the National Federation of High School
Associations.
3. Expenses of the authorized delegate(s) to CSSF annual meeting shall be paid.
4. Zone representatives' expenses are the responsibility of the zones.
5. Authorized expenses of Executive members, shall be the responsibility of the P.E.I.S.A.A.
Other expenses deemed necessary for the normal function of the P.E.I.S.A.A.

Officials:
- All games should be governed by a full compliment of rated officials. If this condition is not met, the host
team should contact the commissioner for that sport. Persons officiating at P.E.I.S.A.A. activities should be
trained and certified by the appropriate sport officials' Association.
- The host school shall be responsible for reasonable supervision of the facility where the activity is taking
place. The host school shall be responsible for adequate spectator control. When a visiting team has reason
to believe that a large number of their supporters are going to attend a game, they should notify the host
school and the visiting school should help provide some supervision.
- No P.E.I.S.A.A. team shall be permitted to commence play without a coach or supervising adult.
- P.E.I.S.A.A. recommended to the School Boards of PEI that safety mats be placed on the end walls of the
gymnasium, during basketball games, to protect competitors during play. {1999 AGM}

Sanctions
Preamble
- The sanction policy of the P.E.I.S.A.A. is designed mainly for the purpose of monitoring member schools
play outside the regular P.E.I.S.A.A. schedule.
- As outlined in the section on sanctioning specifics, the monitoring of play outside the regular schedule is a
joint effort between the schools' administration and the Associations' Executive.
- Copy of sanction form can be found in Appendix B of constitution or in the printable forms section on this
site.
- All requests for sanctions must go through the office of the P.E.I.S.A.A.
Executive Director.
Sanctioning Specifics
- To assure that tournaments run by P.E.I.S.A.A. member schools are well planned and not an afterthought.
MEMBER SCHOOLS MUST OBTAIN SANCTION WHEN HOSTING ANY TOURNAMENT THAT INVOLVES
THREE OR MORE TEAMS WITH AT LEAST ONE OF THOSE TEAMS BEING FROM ANOTHER
PROVINCE. (20 DAYS).
- MEMBER SCHOOLS HOSTING AN EXHIBITION GAME OR GAMES WITH ANOTHER SCHOOL
AFFILIATED TEAM WOULD NOT NEED SANCTION. (Arrangements worked out between two participating
schools).
- MEMBER SCHOOLS PLANNING TO PLAY IN TOURNAMENTS OUTSIDE THE PROVINCE OF PEI
WOULD HAVE TO RECEIVE SANCTION FROM OUR ASSOCIATION. (30 DAYS) See Form Appendix B
- MEMBER SCHOOLS PLANNING TO PARTICIPATE ON OR OFF THE ISLAND IN TOURNAMENTS OR
GAMES SPONSORED BY NON-SCHOOL ORGANIZATIONS MUST OBTAIN SANCTION. (UNIVERSITY -
AMATEUR SPORT - PRIVATE CORPORATIONS, ETC.) 20 DAYS.
Penalties
For this new policy to be effective strict adherence to submitting sanction forms on time as well as adherence to
provincial league schedules would be essential.
Penalties For Schools Who Fail to Follow the P.E.I.S.A.A. Sanction Policy:
Schools will be fined when they fail to obtain a sanction for a tournament.
The schedule of fines will be the following ...
A school which has been fined according to the policy shall be exonerated after a time of twenty-five (25)
months have passed since the last violation of the policy.
Deliberate breach of sanctioning rules may result in attending school being placed on probationary status for 1
year.

Appeals
A school or individual formally accused of violating this policy may be represented at a hearing of the
disciplinary committee of the P.E.I.S.A.A. Following such a hearing no appeal will be heard.

Schedule
Planning
- The health and education of students should be the first consideration in all scheduling.
- P.E.I.S.A.A. activities shall not take place on Sunday. The P.E.I.S.A.A. shall not sanction any provincial
interscholastic competition on Sunday.
- No competitions shall take place on Remembrance Day during the eleventh hour.
- No P.E.I.S.A.A. activity shall take place on Good Friday.
- When scheduling leagues, every effort should be made to reduce the amount of travelling required.
Changes
- A game should only be cancelled by direct communication between coaches and/or principals. The
Commissioners should be included in the decision making process unless the reason for cancellation is
caused by adverse travelling conditions or other unforeseen circumstances. (i.e. tragedy)
- If a team must be late arriving for a game due to unforeseen and unavoidable circumstances, they should
call the host school and arrange a later starting time if possible.

Tournaments
Invitational Championships
- Submit completed appropriate sanction forms at least 20
days prior to tournament.
- Use policies in Handbook as guidelines to
conduct tournament.
Zone Championships
- Zone representatives should provide all schools in zone with date, time, location, name of tournament
manager at least three days in advance.
- Only schools registered with P.E.I.S.A.A. in an activity may participate in zone Championships leading to
Provincial Championships.
- Teams do not have to register for provincial competition in order to compete at the zone level only.
Provincial Championships
- All schools should be notified by the provincial commissioner of the method of qualifying at the beginning of
the season.
- Time, location, name of tournament manager should be sent to all schools at least three weeks in advance
of championships when possible.
- All sites hosting Provincial Championships are required to display P.E.I.S.A.A. banners promoting the site
as a designated smoke free zone. The banners will be provided by the P.E.I.S.A.A. {1999 AGM}
- All sites hosting Provincial Championships are required to display P.E.I.S.A.A. banners promoting the
corporate sponsors of the P.E.I.S.A.A.. The banners will be provided by the P.E.I.S.A.A..
Policy For Determining Championship Site Selection For Provincial Tournaments
In the best interest of the majority of schools the following philosophical statements reflect the decisions of the
School Athletic Association in determining Provincial Championship Site Locations.
- Schools should be given the opportunity to volunteer to host provincial playdowns.
- Championships should be hosted by a school which has qualified for the playdowns.
- Provincial playdowns should be held in a location where the facilities, as they relate to peripheral space, and
standardization of equipment and court allow for the fair and equal playing of the sport.
- The selection of a championship site shall adequately provide for the safety of the athletes, coaches, officials
and fans.
- Provincial playdowns should alternate throughout the province.
- Consideration should be given to place of finish in league play.
Criteria for selection
a. Whenever possible, league play, zone playdowns and provincial playdowns shall proceed as stated in the
individual sport's "Sport Regulations."
b. In team sports which use a "series" format as the basis for their playdowns, play should feature alternating
home and away games with the odd game, if necessary, going to the higher placed team during the regular
season.
c. In those team sports which use "tournament" format as the basis for their playdown the following should be
considered criteria for site selection:
- All schools should be encouraged to volunteer to host provincial playdowns.
- Those schools which volunteer will be considered
- Should no schools volunteer, the Executive, through the commissioner, should approach individual schools.
d. Only teams qualified for the provincial playdowns will be considered.
e. The Executive, in consultation with the commissioner, shall approve adequate sites as to facility.
f. Qualifying teams which have hosted the same championship within the last two years shall have their
application tabled.
g. Preference shall then be given to the highest regular season qualifying team.
h. Should no other team be left for consideration then the team which hosted two years previously may again
be considered.
i. Should no team be left for consideration then the team which hosted the previous year may be considered.
