Assessment/Reporting/Documentation
1. Retention is rare but there are times when it is beneficial, at early levels, to do so.
2. When dealing with promotion, placement, or retention of students, parents’ involvement in decision making is essential.
3. When a student is placed or retained, written documentation supporting the decision with intended intervention for next year must be included in the student’s cumulative record file.
4. A student placed or retained must be closely monitored by the school student services team and additional resources provided if required.
5. Schools must ensure that clear definitions of promotion, placement, and retention are available for parents in handbooks or in report cards.
Definitions:
Promoted-
Student will move to next grade having successfully met the required curriculum outcomes for the present grade level.
Placed -
Student will be moved into the next grade level although he/she has not yet completely met the required curriculum outcomes for the present grade level.
Retained -
Student will be held in the same grade having not successfully met the required curriculum outcomes for the present grade level.
Adaptation -
A documented process that allows a student with special needs to participate in a prescribed curriculum (course) with changes in format, instruction strategies and/or assessment procedures that retain the learning outcomes of the curriculum. This adaptation may include alternate formats, instructional strategies and/or assessment procedures. Full credit will be granted for such courses but adaptations used will be documented and kept on file.
Modification -
A process which changes the prescribed curriculum outcomes to meet a student’s special needs. Modified courses do not provide the same credit as a prescribed course. Details of the modified course must be included in the student’s file and the transcript should indicate that the course has been modified.
I.E.P. (Individual Education Plan) -
A written record which documents the individual planning process for students with special needs. An I.E.P. is the result of relevant assessments and will include a statement of educational goals, placement and requirement for staff, materials, and facilities.
Inclusion -
Inclusion is a value system which supports the entitlement of all students to the equitable access to the meaningful aspects of life, i.e. learning, friendships and preparation for work. As well, inclusion is a desired goal on a continuum of educational opportunities based on a student’s needs. In the pursuit of full inclusionary practices, schools must promote an interdisciplinary approach and expect and seek support from the community and other agencies.
Special Education
Programs and/or services designed to accommodate students whose educational needs cannot adequately be met through the use of regular curriculum and services only. These programs and/or services may include additional and/or alternate curriculum, methodology, staff, facilities, and materials.
School-based Student Service Team
An ongoing, collaborative, problem-solving group of consistent membership (which may include an administrator (principal and/or vice-principal), guidance counsellor, special education resource teacher and classroom teacher(s).
Special Needs Student
Special needs student means one whose intellectual, physical, communicative, sensory, social/emotional characteristics and/or learning difficulties are such that special education is required.
The Pass Requirements are as follows:
In grades 1- 6 the reporting will be in the form of anecdotal reports, observations, checklists, rubrics, tests, and other forms of assessment with written comments. Promotion will be based upon successful completion of the grade level outcomes and the student has demonstrated sufficient knowledge and skills necessary to meet the challenge fo the next grade.

romotion Policy Grades 7-8To be promoted a student must have a minimum overall average of 60 % and a pass mark of 50 % in every subject. Language Arts and Math must have at least 60 % each. A grade of less than fifty percent constitutes a failing grade in any other individual subject.
A student who has failed to complete all the requirements for a grade level may be placed at the next grade level, with a possible change of program.
Decisions regarding promotions and placements are based on the principle of what will be in the long - term interest of students.
A student in grade 7 or 8 will be recommended for promotion if he/she has an overall average of 60% , with no subjects below 50%.
A student in grade 8 achieving an overall average of 85% or more will be recognized as an Honour Student.
Administration
1. Schools will prepare and submit to the school board annual profiles of students with special needs. (Minister’s Directive on Special Education MD-01-08)
2. Schools will implement the transition planning process for students with special needs as outlined in the Eastern School District Student Services Handbook (MAPS Planning)
3. Cumulative records should be reviewed and updated at beginning and end of each school year to ensure the removal and secure destruction of any material that is no longer considered conducive to the improvement of the welfare or instruction of the student (Administrative Regulation -Student Records JRA-R)
